He is as bad or maybe worse than the Tories. The quote in full:

Then he went further, even refusing to rule out the insurance-based models used in mainland Europe and Canada.
"I don't think anything should be ruled out. I think it would be really, really daft to rule out any other model from Europe or elsewhere. I do think they deserve to be looked out because frankly the faults of the British health service compared to others still leave much to be desired."

It's an inevitability...stop shooting the messenger.
A lot of people seem to think there are only two possible ways to run a health service. The British way, and the American way. Clearly the British way is better than the American way in every respect. The American government spends more money per head of population on health, and gets a lot less for the money.
That does not mean that the NHS is perfect, or that any reforms carried out would cause it to move towards the American way of doing things.
The NHS as an organisation is far too big. It is the fourth largest employer in the world. It employs more bureaucrats than clinical staff, and the clinical staff spend far too much of their time on bureaucracy and not enough time treating patients. Having several smaller health services, either focused on different areas of care, or on smaller parts of the country would mean we could strip out some of the many layers of local, regional and national bureaucracy, and have people spending more time treating patents rather than ticking boxes on clipboards.
Brealing up the NHS on regional grounds would have less impact than the current reorganisation. But it still would break the promise of no top down reorganisation.
An it would no longer be the NHS that many love.
