A reminder of what can happen with only a short but heavy rainfall, this is Prince Of Wales Road/Kensington Road last week. The road is poorly designed for flooding, with speed humps impeding the flow of water. Probably the drains also need cleaning. But the real issue is to stop the mad rush to build on land that previously helped groundwater recharge, learn the lessons and stop repeating the mistakes. Its only going to lead to more flooding in the future.

I think you are looking at a design that goes back to the 1890s.
Difficult to change the whole neighbourhood without a significant investment, even if there is a political will to do so?
Unfortunately there is little political will to do anything but spin. I have made suggestions as to what can be done, in this case with redesigning road humps, collecting rooftop rainwater. Neither is expensive or difficult.
I would also stop the vast areas being tarmacked/concreted over, such as tescos car park, which add to flooding.
